The Hague Academy for Local Governance (HALG), based in the Netherlands, has set November 26, 2026, as the application deadline for its Shiraka Training Programme (STP). Aimed at mid-career public officials from a set of countries from the Middle Eastern and North Africa (MENA) region, this programme will provide training in citizen-centred public service delivery in several sectors, including ‘water management, food safety, public financial management and legislation.’

Government/public officials from the following countries are eligible to apply for the current round: Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Oman, Palestinian Territories, Syria, Tunisia and Yemen. But HALG’s website notes that ‘some spots for those working at semi-public organisations are also available in the following training programmes: Energy Transition, Food Safety, Trade Promotion & Economic Diplomacy and Water Management.’

Those selected for the programme will receive ‘a five-week online training, followed by a two-week online refresher and a week-long training in the Netherlands’, according to HALG’s website. (The programme will start on January 11, 2027, and end on April 23, 2027.)

In order to apply for the programme, first create an account on the academy’s website at this link: https://www.shiraka.nl/en/register

The application itself would have to go through this link, though: https://www.shiraka.nl/en/login

For detailed descriptions regarding all of the above, visit these links: https://www.shiraka.nl/en/courses

Again, the application deadline is November 26, 2026. Start preparing your application now and submit it no later than November 25, to avoid any glitches.

All the best!
